This tutorial is for the following kissing lips signature, written for PSP8, but could be done in PSP7 also:

To do this tutorial, you will need to have Paint Shop Pro, and Animation Shop. I have also use Eye Candy 4000 plug-in for my sig, but it is not absolutely necessary for this tut.
You will also need the lips file I've used. You can try this with your own lips tube/graphic if you prefer. You can get the one I've used at the following link:
Lips.psp
I used Fontdinerdotcom Huggable + Luvable font for this sig, you can use any font you prefer though to make the sig your own. Click the link below to download the font I used:
Dafont.com

Open the lips.psp file in Animation Shop.
Right click and Copy your lips.
Open Paint Shop Pro and start a new document about 500 x 500 in size. It can be transparent or not, it doesn't matter for this sig. Go to Edit -- Paste -- As New Layer.
Go back to Animation Shop and go to Animation -- Resize Animation -- Percentage Of Original and change this to 75%.
Right click again on your lips and Copy them. Then it's important to go to Edit -- Undo Resize Animation. Now in your Paint Shop Pro document Paste your smaller lips as a new layer.
Repeat all of step #4, but this time reduce the size of your lips by 50%.
Repeat all of step #4 again, but this time reduce the size of your lips by 25%.
You can rename the layers (from bottom up), Lips 1, Lips 2, Lips 3 and Lips 4. You should have something that looks like this:

Now turn off visibility on the following layers -- Lips 2, Lips 3 and Lips 4 by clicking on the eye beside them so it has a cross over it.
Click on your text tool (A), and add your text to the lips (make sure it is the very top layer). You can have the font look however you want it. But if you want it to look like mine, then here are the settings I used:
Font Size - 60 pixels
Stroke/Foreground Colour - #7C2542 and Stroke set to 2
Fill/Background Colour - #CF5B81
I applied an Inner Bevel, by going to Effects -- 3D Effects -- Inner Bevel, and using the following settings:

I also used Eye Candy 4000 to put a subtle plain white gradient glow around my text just to make it stand out slightly. But this is optional.
Once you're happy with your text right click on your layer Lips 1 and duplicate it. Then turn off visibility on Copy of Lips 1
On Lips 1 layer turn the Opacity down to about 40%, like in the following screenshot:

Now turn off visibility on all Layers.
Click on layer 'Lips 4' so it is visible. Go to Edit -- Copy Merged. In Animation Shop go to Paste As New Animation.
Hide 'Lips 4' and click to show 'Lips 3'. Go to Edit -- Copy Merged. And in Animation Shop Edit -- Paste After Current Frame.
Repeat step 16, but with the 'Lips 2' layer. And then the 'Copy of Lips 1' layer.
Now with the 'Copy of Lips 1' layer showing, click on your text layer so that your text is showing on top of your lips. Go to Edit -- Copy Merged. And in Animation Shop Edit -- Paste After Current Frame.
Hide your 'Copy of Lips 1' and make your 'Lips 1' layer visible. Go to Edit -- Copy Merged. And in Animation Shop Edit -- Paste After Current Frame
And finally hide your 'Lips 1' layer so you only have your text showing, and Edit -- Copy Merged. And in Animation Shop Edit -- Paste After Current Frame
You're now finished with Paint Shop Pro. I would suggest saving your lips sig as a .psp file before your close Paint Shop Pro just in case something doesn't work out in Animation Shop.
Go to Animation Shop. You should now have a 7 frame animation of the lips kissing and making your name.
You will probably need to crop down your animation. So click on the following icon:

Draw a box round your picture (being careful not to cut off the picture), and hit Crop.
Right click on frame 7 and go to Frame Properties And change the Display Time to about 250
Preview your animation to make sure you're happy, and then just save it.
